Authorizes the Committee on Municipalities and Regional Government to conduct an investigation and study during a recess of the General Court on three related bills (H.3923, H.4152, H.4581) concerning institutional master plans

Consolidates petitions from Somerville, Medford, and Worcester seeking authority to require institutional facilities to adopt master plans subject to municipal review and approval

Requires the committee to file its findings, recommendations, and any draft legislation with the Clerk of the House of Representatives by December 31, 2026

Each underlying petition received prior approval from the respective city's mayor and council/aldermen before submission to the state legislature
