Establishes the Extraordinary Routes Relief Fund to provide grants to non-regional school districts for transportation costs including bus purchase and maintenance, fuel, and driver salaries

Non-regional school districts qualify for grants if their per-pupil transportation costs exceed 125% of the statewide average

Eligible districts may receive grants covering up to 40% of their excess transportation costs above the state average

Creates an 11-member oversight committee appointed by the Commissioner of Elementary and Secondary Education, with 8 members from school districts and 3 from the department

Requires annual reporting by July 1 from applying districts on pupil counts, transportation costs, vehicles used, and miles traveled, with DESE submitting an effectiveness report to the legislature by June 30
