Authorizes the Transportation Committee to conduct a study during the General Court recess on four bills: H.3624 (train idling time limits), H.3640 (private detective data access), H.3798 (school zone speed limits for locomotives), and H.4085 (arts fund license plates)

Committee must file its findings, recommendations, and any draft legislation with the Clerk of the House of Representatives by December 31, 2026
