Authorizes the House Transportation Committee to conduct an investigation and study during the General Court recess on two matters: the Keolis Commuter Services, LLC contract (H.3644) and toll removal (H.3709)

Requires the committee to report its findings, recommendations, and any draft legislation to the Clerk of the House of Representatives by December 31, 2026
