Establishes a special commission to study how Massachusetts lottery revenues are distributed to municipalities and recommend improvements for distributional equity

Commission consists of 18 members including the governor (chair), state lottery executive director, 4 legislators, and representatives from municipal government, retail associations, labor (SEIU Local 888), and gaming/health organizations

Required analysis covers distribution equity by geographic region, urban/rural density, median household income, Gateway City status, and whether municipalities receive lottery funds proportional to their residents' lottery spending

Commission must evaluate whether a new formula should be created separate from current unrestricted general government aid, potentially including minimum and maximum distribution amounts tied to local lottery sales

Final report with findings, recommendations, and draft legislation due to the State Treasurer and relevant legislative committees by December 31, 2027
