Combines review of House Bill 3078 (Rep. David F. DeCoste) regarding elderly tax relief options for municipalities and House Bill 3967 (Rep. Christopher Richard Flanagan) on real property surcharges

Requires the committee to file its findings, recommendations, and any draft legislation with the Clerk of the House of Representatives by December 31, 2026
