Amends Section 27 of the City of Holyoke Charter to designate the city clerk as acting mayor when the mayor is unable to perform duties due to sickness or other cause, replacing the treasurer in this role

Establishes the city council president as second in the line of succession if the city clerk is also unable to serve

Limits acting mayor powers: no removal authority without city council vote, no appointment power until after 30 days (with council approval), and no power to approve/disapprove ordinances until 24 hours before they would take effect

Allows city council to declare a mayoral vacancy if the mayor's inability to perform continues for more than 60 days

Takes effect immediately upon passage; has already received local approval from Holyoke's mayor and city council
