Authorizes the House Committee on Higher Education to conduct an investigation during the General Court recess on seven bills related to higher education tuition and fee waivers

Topics under study include: expanding the in-state tuition waiver program, valedictorian tuition waivers, senior citizen tuition waivers, in-state tuition rates, the MassGrant financial assistance program, a tuition and fee freeze at public colleges, and tuition-free courses for teachers and paraprofessionals

Committee must file its findings, recommendations, and any draft legislation with the Clerk of the House of Representatives by December 31, 2026
