Establishes the ENOUGH Fund (Engaging Neighborhoods, Organizations, Unions, Governments and Households Fund) administered by the Executive Office of Housing and Livable Communities to support community-driven, place-based strategies for reducing poverty

Creates a three-track grant program: one-year partnership development grants, two-year plan development grants, and two-to-four-year implementation grants (extendable up to two additional years)

Targets communities where more than 20% of children live in poverty, areas with high concentrations of low-income individuals, or communities showing multiple signs of distress such as high rates of chronic absenteeism, juvenile delinquency, or childhood obesity

Establishes an advisory committee comprising representatives from nine state agencies/offices plus eight governor-appointed members with expertise in poverty-related issues, serving five-year terms and meeting at least bi-annually

Requires annual reporting to the governor and legislature by October 1 on fund activities, including funding sources, expenditures, grant recipients, and performance data
