Authorizes the Commissioner of Capital Asset Management and Maintenance to release land use restrictions on Lot "6A" in Revere, currently limited to parking purposes only, and removes restrictions preventing the parcel from enhancing floor area ratios of adjacent properties

Releases the commonwealth's right of reverter originally established under Chapter 443 of the Acts of 2004, with the deed recorded December 13, 2006 to the Festa Towers Irrevocable Trust

Requires payment to the commonwealth at full fair market value based on an independent appraisal reviewed and approved by the Inspector General

Mandates at least 10% of any housing units developed on the parcel be affordable housing for households earning up to 80% of area median income, with affordability assured for 20 years

Land owner must pay all costs for engineering, surveys, appraisals, and deed preparation; agreements must be submitted to legislative committees at least 15 business days before execution
