Authorizes the Committee on Financial Services to conduct an investigation and study during a recess of the General Court on nine healthcare-related bills (House documents 1149, 1159, 1174, 1179, 1204, 1262, 1290, 3986, and 4013)

Topics under study include dental insurance coverage requirements for scans and periodontal treatments, insurance payments for ambulance services, direct dental care agreements, universal dental care access, and for-profit health care regulation

Pregnancy would be established as a qualifying event for special enrollment in health plans on the state health insurance exchange under one of the bills being studied (H.1204)

Patient discharge procedures and for-profit health care and insurance practices are also included in the scope of the study

Committee must file its findings, recommendations, and any draft legislation with the Clerk of the House of Representatives by December 31, 2026
