Prohibits the registration or re-registration of anticoagulant rodenticides in Massachusetts, including products containing Brodifacoum, Bromadiolone, Chlorophacinone, Difenacoum, Difethialone, Diphacinone, or Warfarin

Allows limited emergency use by licensed applicators only for urgent public health emergencies determined by the Department of Public Health, restricted to one-time indoor use at a single location for a maximum of 14 days

Requires emergency use to be accompanied by integrated pest management including non-chemical methods, written justification for choosing anticoagulant rodenticides over alternatives, and a follow-up plan for ongoing rodent control

Permits emergency exceptions for protecting drinking water supplies, controlling mosquito-borne illness vectors, and emergent infectious disease control

Requires annual public reporting on emergency anticoagulant rodenticide use, including locations, types, amounts, and control plans; takes effect January 1, 2028
