Authorizes the House Committee on Agriculture and Fisheries to conduct an investigation and study during the General Court recess on three pending bills: H.114 and H.140 (cottage food regulation and entrepreneurs) and H.122 (pet cemetery preservation by the Division of Animal Health)

Requires the committee to file its findings, recommendations, and any draft legislation with the Clerk of the House of Representatives by December 31, 2026
