Creates a new "School Integration Percentage" bonus of 10 percentage points for projects that demonstrate they will significantly improve inter-district or intra-district racial integration of students

Revises the poverty percentage point scale for school construction reimbursement, with tiers ranging from 0% (for 0-99% poverty index) up to 48.17% (for 199%+ poverty index)

Sets minimum budget threshold of $100,000 for Accelerated Repair Program eligibility and allows extraordinary maintenance projects up to $500,000 per school to qualify as net school spending
