Establishes a competitive grant program administered by the Commissioner of Education to fund teacher leadership programs at local educational agencies, educational service agencies, nonprofits, and higher education institutions

Requires grant recipients to allow full-time teachers with at least 3 years of experience to apply as teacher leaders who maintain classroom roles while taking on leadership responsibilities in areas such as mentorship, professional development, and school strategic planning

Sets grant periods at up to 3 years with possible 2-year extensions, with at least 95% of funds directed to program implementation and no more than 5% for administrative expenses

Prioritizes funding for high-need educational agencies and programs that focus on recruiting and retaining teachers from underrepresented populations in the profession

Mandates annual reporting to the legislature by December 31 evaluating program effectiveness, including teacher retention data disaggregated by race, ethnicity, and gender
