Parent advisory councils on special education, English learner parent advisory councils, and district parent advisory councils must serve as advisors to school committees and provide biannual presentations on their work

School committees must fund training for school council members, including local governance, leadership training, and Massachusetts Association of School Committees training

Superintendents must provide a written manual on school council governance for training council members

School councils must assess school needs by reviewing the federal annual state report card under 20 U.S.C. § 6311(h) and provide progress reports on goals at mid-year and end of year for budget and planning purposes

School councils must complete an annual self-evaluation distributed in April and completed by June 1, with copies provided to the school committee
