Requires MassHealth reimbursement funds received by local educational agencies (cities, towns, charter schools, school districts) to be retained for school-based health services rather than treated as unrestricted municipal revenue

Expands MassHealth reimbursement eligibility to cover school-based services for any MassHealth-eligible student ages 3-22, regardless of whether they have an Individualized Education Program (IEP), 504 plan, or individual health care plan

Mandates that reimbursement proceeds not supplant existing school health funding and must be used for school-based services including behavioral health support, case management, health education, social-emotional learning, and school health infrastructure

Requires the Executive Office of Health and Human Services and Executive Office of Education to ensure each enrolled local educational agency implements a plan to obtain MassHealth reimbursement for eligible services

Defines covered school personnel to include nurses, therapists, special education administrators, psychologists, social workers, school counselors, and clerical support staff
