Requires notifications to explicitly identify when topics include abortion, birth control, laws regarding minors' reproductive health, and names of agencies to which students may be referred for reproductive health services

Requires school district websites to publicly list curriculum objectives related to abortion, birth control, and minors' consent laws when included in health, wellness, or similar programs

Establishes a $2,500 penalty per violation per child that school districts must pay to aggrieved parents or guardians who did not provide consent
