Allows schools unable to comply to request hardship waivers from the Department of Elementary and Secondary Education, which must provide a list of grants and funding sources for device purchases

Provides liability protection for school employees who attempt emergency care using the devices in good faith without compensation, except in cases of gross negligence or willful misconduct
