Requires all Massachusetts public high school students to demonstrate knowledge of CPR and automatic external defibrillator (AED) use as a prerequisite for graduation

Establishes a health education grant program, subject to appropriation, to help school districts implement CPR/AED instruction

Mandates that instruction follow current national evidence-based Emergency Cardiovascular Care guidelines from the American Heart Association, American Red Cross, or equivalent nationally recognized program

Requires psychomotor skills development (hands-on practicing and skills testing) as part of the instruction

Allows licensed teachers to provide non-certification instruction without being certified CPR trainers, but requires authorized CPR/AED instructors for courses that result in certification
