Prohibits students from using cellphones, mobile electronic devices, smart watches, and emerging technology at public schools during the school day

Requires school districts to establish policies allowing exceptions for imminent health/safety threats, IEP or Section 504 accommodations, English learner students, and medical necessities

Authorizes the Department of Elementary and Secondary Education to create model policies that may limit device use to specified times, locations, or activities, or require devices be stored at the front of classrooms or in secure containers

Creates a grant program to help school districts purchase equipment for implementation, including magnetic locking pouches for device storage

Requires DESE to promulgate implementing regulations within 180 days of the act's effective date
