Prohibits Massachusetts public schools from adopting new athletic team names, logos, or mascots associated with Native Americans, effective immediately upon passage

Requires the Department of Elementary and Secondary Education to compile a list of all school athletic team names, logos, and mascots within 3 months, with the Commission on Indian Affairs identifying those referencing Native Americans within an additional 3 months

Schools identified with Native American mascots cannot purchase or refurbish uniforms, banners, scoreboards, or other materials bearing those images until reaching an agreement with the department

Each identified school must enter into a memorandum of understanding with the department within 6 months of negotiations beginning, with implementation timelines not exceeding 3 years

Schools that fail to enter agreements or comply with memoranda of understanding become ineligible for discretionary state education grants
