Establishes minimum daily pay for substitute teachers in public elementary and secondary schools at 85% of 1/185th of a beginning teacher's salary (bachelor's degree level) or the state minimum wage, whichever is greater

Requires the Department of Elementary and Secondary Education to calculate the statewide average salary for beginning teachers with bachelor's degrees using the most recent available data (no earlier than the preceding school year)

Exempts substitute teachers who are represented by a bargaining unit in their school district from these wage requirements
