Requires the state treasurer to reimburse cities, towns, regional school districts, and independent vocational schools annually by November 20th for special education transportation costs from the previous fiscal year

Covers transportation expenses required by individual educational plans (IEPs) that exceed services normally provided to regular day program students

Caps excess cost reimbursement at 110% of the statewide average excess costs for each special education program prototype

Phases in special education transportation reimbursements over four years: 25% in FY2026, 50% in FY2027, 75% in FY2028, and 100% in FY2029 and beyond

Applies the same four-year phase-in schedule to existing regional school district transportation reimbursements under Chapter 71, Section 7A
