Requires all Massachusetts public high school students to complete 1 semester of civic education as a graduation requirement, subject to appropriation, effective for the school year beginning after July 1, 2026

Curriculum must cover federal and state government structure, rights and responsibilities of U.S. citizens, history of civic movements, and opportunities for community-based projects or civic activities

Department of Elementary and Secondary Education must develop a standardized, inclusive curriculum reflecting diverse community histories and provide implementation guidance to schools at least 5 months before each school year

Schools must collaborate with the high school voter challenge program to facilitate voter registration through information, registration drives with local election offices, and civic engagement opportunities

Department must submit annual reports on program progress, student engagement metrics, and curriculum effectiveness to the governor, joint committee on education, and legislative clerks
