Establishes the APIDA History Education Trust Fund, administered by the Commissioner of Elementary and Secondary Education, funded through public/private donations, hate crime and civil rights violation fines, and earned interest

Directs the Department of Elementary and Secondary Education to update the History and Social Science Curriculum Frameworks and provide educator training on APIDA history instruction

Mandates annual assessment of each district's compliance with APIDA curriculum standards, with non-compliant districts required to work with history departments to improve their curricula

Allows local districts flexibility in determining when APIDA history instruction occurs across grade levels, without requiring instruction every year of elementary, middle, and high school
