Creates an 11-member task force to review existing state mandates placed on Massachusetts public schools and districts

Task force membership includes House and Senate education committee chairs as co-chairs, minority party legislators, the Commissioner of Elementary and Secondary Education, and 6 representatives from education associations (superintendents, school committees, business officials, secondary and elementary principals, and special education administrators)

Task force responsibilities include identifying state laws, regulations, and reporting requirements imposed on school districts, recommending ways to streamline or eliminate unfunded mandates, and calculating the total cost of unfunded mandates on municipalities

First meeting required within 60 days of enactment, with a final report due to the legislature within 12 months of that first meeting

At least one public hearing must be held before issuing final recommendations
