Creates an 11-member task force to review state mandates placed on Massachusetts public schools and districts, co-chaired by the house and senate chairs of the Joint Committee on Education

Task force membership includes legislators appointed by minority leaders, the Commissioner of Elementary and Secondary Education, and 6 members appointed by the Secretary of Education from nominations by school superintendent, school committee, business official, and administrator associations

Directs the task force to identify and review state laws, regulations, and administrative directives requiring school districts to prepare and submit reports to the Department of Elementary and Secondary Education

Requires development of recommendations to streamline, consolidate, or eliminate outdated or duplicative mandates, including consideration of a single master reporting form to prevent duplicate annual reporting

First meeting must occur within 60 days of enactment, with a final report due within 12 months; at least one public hearing required before issuing recommendations
