Panel members serve 4-year terms with a maximum of 2 consecutive terms, receive no compensation but may be reimbursed for expenses, and must meet at least 4 times annually for the first 4 years

Panel advises on state policies for gifted children ages 3 through college, including identification strategies, curriculum effectiveness, teacher training, developmentally appropriate assessments, and family partnership strategies

Requires annual report due by June 30 to be submitted to legislative clerks and posted on education department websites, detailing panel activities, inter-agency collaboration, and state/federal funding for gifted education programs

First meeting must occur within 60 days of the act's effective date
