Creates a 15-member governing board chaired by the Secretary of Information Technology Services, including agency heads, their designees, and 6 public members appointed by legislative leadership with 3-year staggered terms

Mandates compliance with FERPA, state privacy laws, and federal regulations while providing a secure data enclave for researchers and public query tools for accessing de-identified education and workforce data

Authorizes special committees to evaluate strategic initiatives and allows municipalities to create research-practice partnerships linking local data to the state system
