Commonwealth charter schools may voluntarily offer enrollment preferences to high needs students, including students with special needs, English learners, students in foster care or previously in foster care, and other at-risk students

Charter schools may enroll these high needs students at any time during the school year, not just through the standard lottery process

Enrollment preferences apply to both lottery admissions and waitlist admissions

Board of Elementary and Secondary Education must promulgate regulations defining eligible student subgroups and implementation processes

Students experiencing homelessness and students with Emergency Resettlement Status may be included among eligible subgroups for enrollment preferences
