Requires implementation of computer-adaptive assessments to track individual student mastery of K-12 learning standards in English, Mathematics, Science, and Social Studies annually

Mandates the Board of Elementary and Secondary Education establish regulations by July 1, 2023 to engage each student at their demonstrated achievement level and suitable pace

Requires the Board to develop or procure formative and computer-adaptive interim assessments by July 1, 2025, and expand the statewide student data system to include results

Defines "school age child" as students from minimum school age through age 21 who have not earned a high school diploma, or those age 19 and under who have graduated

Prohibits age-based discrimination in accessing advantages, privileges, and courses of study at public schools
