Amends Chapter 69 of Massachusetts General Laws to require computer-adaptive assessments for K-12 students with a "high enough ceiling and low enough floor" to measure individual student achievement across all ability levels

Mandates annual assessments in English, Mathematics, Science, and Social Studies to identify which learning standards students have mastered and which they have not

Requires assessment instruments to be criterion-referenced and flexible enough to determine which specific levels of academic standards each student is meeting

Establishes stated purpose of providing equity in opportunity for all children to reach their full potential and holding educators accountable through "authentic" measures of student growth

Sets phased implementation with Section 1 changes effective July 1, 2021 and Section 1I changes effective July 1, 2023
