Mandates K-3 literacy screening at least twice per year using state-approved evidence-based instruments, with schools required to notify parents within 30 school days and provide intervention plans when students fall significantly below benchmarks

Establishes a 2-year paid teacher apprenticeship pilot program in high-needs districts (those with high percentages of low-income students and English learners), partnering candidates with highly proficient mentor teachers and providing funding for wages, childcare, transportation, and textbooks

Requires elementary literacy curricula to be evidence-based and include instruction in the five research-based areas of reading instruction

Directs the Department of Elementary and Secondary Education to study and report by January 1, 2027 on incentives to attract diverse and highly effective educators to high-needs districts, including salary parity scales, National Board certification incentives, and a potential master educator corps program
