Mandates approved private special education schools receiving public funds to file annual audited financial statements with the Department of Elementary and Secondary Education and state auditor, disclosing related-party transactions, real property deals, top 5 employee compensation, and administrative costs

Authorizes the Department of Early Education and Care and Department of Elementary and Secondary Education to share data for residential programs approved by both agencies

Directs the Secretary of Education to study and report within 12 months on oversight of approved private special education programs (Chapter 766 schools), including licensing practices, data collection, and congregate care structures
