Study must analyze feasibility of a tiered reimbursement formula that separately considers capital needs of elementary/middle schools, comprehensive high schools, and vocational-technical/agricultural schools

Study must examine fiscal impacts on cities and towns served by regional vocational-technical or agricultural schools that have undertaken capital improvement projects in the preceding 5 years

Study must review campaign finance reporting obligations for local approval of vocational-technical school capital projects, including whether expenditures align with observed campaign activities

Report due to the Massachusetts School Building Authority, legislature, and relevant committees within 6 months of enactment, with one possible 3-month extension
