Requires each public school to employ school mental health counselors or school psychologists for grades 3 through 12, subject to appropriation

Counselors must be licensed or eligible for licensure under section 165 of chapter 112, and school psychologists must also be certified by the Department of Education

Mandates at least 1 meeting per school year between the counselor/psychologist and each student to introduce available mental health services and ensure students know how to access support

Amends Chapter 71 of the General Laws by adding Section 102
