Removes state Board of Education authority over "conditions of admission of student" for Chapter 74 vocational-technical schools by striking that phrase from existing law

Assigns admissions policy authority to local boards of trustees for vocational-technical schools, or to municipal school committees where no board of trustees exists

Requires any changes to admission requirements be approved by majority vote of district trustees and only after at least one public hearing

Mandates a minimum 30-day public notice period before any hearing on proposed admissions policy changes

Requires notice of proposed changes be sent to individuals and organizations known to have an interest in vocational-technical education issues
