Establishes a universal pre-kindergarten program for children ages 2 years 9 months to 5 years old who are not enrolled in kindergarten, to be provided in public schools and public charter schools

Requires no fewer than 30 hours per week of publicly funded pre-k learning available each week that public school is in session

Creates an 11-member pre-k advisory council appointed by the governor to assist with program administration, identify necessary resources, and establish minimum and target salary requirements for pre-k teachers

Mandates the advisory council include representatives from gateway cities, elementary school principals, kindergarten and elementary teachers, early education professionals, Head Start, and higher education

Requires the governor to appoint advisory council members within 90 days of the act's passage
