Requires all public and private elementary and secondary schools in Massachusetts to conduct at least 2 emergency response drills and 1 safety lesson per school year during regular school hours

School principals must establish critical incident response protocols in consultation with local police, covering active shooter situations and other emergencies during lunch, assemblies, class changes, and fire alarm activations

Mandates that both the safety lesson and one emergency response drill occur within the first month of the school year

Schools hosting summer school must conduct an additional emergency response drill and safety lesson during the summer session

Amends Chapter 71 of the General Laws by adding new Section 38S; colleges and universities are excluded from these requirements
