Establishes a 3-year competitive grant pilot program for dropout prevention and recovery, targeting school districts with dropout rates above the state average

Authorizes four intervention methods: alternative education programs (using smaller class sizes, competency-based learning, wraparound support), graduation coaches who develop individualized graduation plans, dropout outreach and recovery programs, and expectant/parenting student support services

Requires the Department of Elementary and Secondary Education to submit annual reports by September 1 detailing participating districts, students served, and graduation outcomes to the Joint Committee on Education

Mandates a final report within 6 months of the pilot's conclusion with recommendations on whether to expand, maintain, or discontinue the program
