Creates a special task force to study the fiscal, economic, and educational impact of raising the Chapter 70 foundation budget inflation cap, which is currently set at 4.5%

Task force must examine which school districts are most negatively impacted by the current cap, document layoffs or budget cuts resulting from the cap, and calculate the total financial impact of raising it to different levels

Task force membership includes the Commissioner of Elementary and Secondary Education (chair), Joint Committee on Education chairs, Secretary of Administration and Finance, education association leaders, and legislative appointees from both parties

Governor appoints 6 members to the task force, 3 of whom must be public school district superintendents

Report due within one year of enactment to the House and Senate clerks, Ways and Means committees, and Joint Committee on Education
