Establishes a 13-member special legislative commission to reassess school integration within the METCO program

Commission members include: chairs of the Joint Committee on Education (co-chairs), appointees from House and Senate leadership, Secretary of Education, Commissioner of Elementary and Secondary Education, presidents of the Black Educators Alliance of Massachusetts and NAACP New England Area Conference, and 3 former METCO participants appointed by the governor

Commission must evaluate the historical impact of METCO and make recommendations regarding school integration and program improvements

Commission must convene within 180 days of the act's effective date and meet at least 4 times

Final report with findings, recommendations, and proposed legislation due within 1 year of the effective date
