Requires every Massachusetts school district to include a curriculum unit on Black History, covering the African slave trade, slavery in America, the vestiges of slavery, and contributions of African-Americans in government, arts, humanities, and sciences

Mandates public community colleges, colleges, and universities to offer a course on Black History with the same content requirements as K-12 schools

Authorizes the Department of Elementary and Secondary Education to prepare and distribute instructional materials as guidelines for school districts

Allows individual school districts to determine the minimum instruction time that qualifies as a unit of instruction

Permits schools and public higher education institutions to fulfill the requirements through online programs or courses
