Establishes a 20-member commission on school segregation in Massachusetts, co-chaired by the House and Senate chairs of the Joint Committee on Education

Commission members include representatives from the Governor's office, Black & Latino Legislative Caucus, METCO program, NAACP, Urban League, school superintendents, school committees, and various education and civil rights organizations

Commission tasked with assessing current and historical school segregation trends, identifying integration programs used in Massachusetts and other states, and developing policy recommendations to advance school integration

Requires at least 5 public hearings before issuing recommendations, with mandatory hearings in Boston, Worcester, and Springfield

First meeting must occur within 60 days of the act's effective date, with a final report due to the legislature within 12 months of the first meeting
