Establishes a special commission to study coaching staff quality at club sports facilities, focusing on training, vetting, and reporting mechanisms for coaches working with children and young adults

Commission consists of 15 members: 3 state senators, 3 state representatives, the secretary of education, the commissioner of elementary and secondary education, and 7 gubernatorial appointees including experts in sports coaching, child psychology, and cultural diversity

Commission will investigate current hiring processes, training best practices, complaint reporting procedures, and the potential creation of a state-wide licensing board to regulate and hold accountable club sports facilities

Commission authorized to hold public hearings, request data from state agencies, and invite expert testimony

Final report with findings, recommendations, and draft legislation due to the legislature by June 30, 2026
