Creates the "school connectivity grant program" administered by the Department of Elementary and Secondary Education to upgrade cellular connectivity in Massachusetts school districts

School districts must apply for grant funding in a form and manner determined by the commissioner

Program funding is subject to legislative appropriation

Requires the department to conduct a study and report within 2 years on the program's impact, effectiveness, and recommendations for improving fund distribution

Report must be filed with the House and Senate clerks, Ways and Means committees, and the Joint Committee on Education
