Prohibits the Secretary of Health and Human Services from restricting eligible hospitals' access to discounted 340B drug purchasing without providing 180 days advance notice to affected hospitals

Requires the secretary to submit a report to legislative committees detailing any proposed restrictions, anticipated state savings, fiscal impact on each hospital, and mitigation plans before implementing limitations

Bars the state and managed care entities from restricting reimbursement or coverage of 340B-purchased drugs for MassHealth members, with limited exceptions

Allows restrictions only for drugs costing $100,000 or more per patient per year (up to 25 designated drugs) or for seven specific GLP-1 Agonist drugs designated effective July 1, 2024

Amends Section 13L of Chapter 118E of the General Laws by replacing the existing section entirely
