Creates an inactive voters list using USPS change-of-address data and Electronic Registration Information Center information to track voters who may have moved, rather than relying on municipal census responses.

Allows voters on the inactive list to vote with a written affirmation of continued residence and be restored to active status by voting, applying for a mail ballot, or signing nomination papers.

Requires removal from the inactive voters list only after 2 biennial state elections following initial notice, with written notification to the voter about how to remain eligible to vote.
