Requires the Secretary of State's agent to inspect every polling place and early voting site at least once every four years for compliance with federal and state accessibility laws for voters with disabilities.

Mandates that accessibility violations be reported in writing to the Secretary of State and local city/town clerk, with municipalities required to take immediate corrective action and submit a written compliance plan within 5 days.

Authorizes the Secretary of State to order non-compliant cities or towns to comply with accessibility laws if they fail to act or submit a compliance plan.

Requires the Secretary of State to submit an annual written report to the legislature by December 31 on all accessibility inspection and enforcement activities.

Empowers the Attorney General to bring civil action in superior court to enforce compliance with accessibility laws, compliance plans, or Secretary of State orders.
